A trend towards implementing institutional reviews can be clearly discerned across Europe. However, the quality of education rests in the first place with the teachers and students in the programmes of study. This ECA seminar focuses on experiences of institutions and QA agencies in dealing with programme quality within institutional reviews. Topics covered during the seminar include: external involvement in internal QA; audit trails and risk-based analysis; challenges in the transition from programme to institutional accreditation; how to stimulate a quality culture, both institution-wide and programme-specific. The presented practices, reflections and insights gained may shed new lights on the assurance of programme quality in institutional reviews. The Seminar is organized by ECA in cooperation with NVAO.

Professor Dr. Eberhard Menzel, president of the management board of AQAS, had the pleasure to hand over the first certificate for an Institutional Accreditation abroad to Professor Dr. Abdullah Al-Kindi, the Dean of the College of Arts and Social Sciences (CASS) at Sultan Qaboos University (Oman). An international panel of experts visited the University in April 2016 assessed CASS based on criteria reflecting the European Standards and Guidelines (ESG) and confirmed that they found a well organized and very ambitious institution. The experts concluded that the QA system of CASS is based on well-defined processes and there is no doubt that a quality culture is present on all levels of the college. For the panel of experts it was obvious that CASS is well aware of the relevance of the learning and teaching process and that the academic staff is ambitious to provide a high academic level to students. Prof. Menzel pointed out that the achievement of all members of the college is great and that the result of the accreditation procedure is impressive. He expressed his good wishes for the future developments and activities of CASS.

The report of the accreditation procedure.

On behalf of the European Consortium for Accreditation in Higher Education (ECA), AQAS facilitated the training “External Quality Assurance – putting theory into practice” together with the Kenyan Commission for University Education (CUE). The training took place from 17 to 19 February 2016 in Naivasha/Kenya. The CUE as a Government agency is a central leader in the East-African context of Quality Assurance in Higher Education.

The training contributed to the staff development of CUE, the exchange of experiences between the European and the East-African perspective on Quality Assurance as well as the critical reflection of the lessons learned in the last years. The main topics of discussion were the role of peer reviewers, the specificities of the site visits and means of formulating comprehensive experts’ reports for transparent decision-making processes.

The forum provided an opportunity for participants to share experiences on global benchmarks in Quality Assurance as well as practically interrogate universal tenets and procedures in the process of accreditation. The participants appreciated the intercultural experience as well as the strengthening of the inter-agency relations amongst internationally acting quality assurance agencies.

On May 9th and 10th, AQAS e.V. will offer the ECA-Training “Assessing Joint Programmes”. The training takes place at AQAS, Hohenstaufenring 30-32, Cologne.

On 20 October PKA (Poland) and AQAS (Germany) signed a Memorandum of Understanding in Warsaw. The agreement reflects the good and grown cooperation of both organizations in different fields and projects over the past years. By collaborating closer both agencies respond to the growing international cooperation between Polish and German Higher Education Institutions. Based on the good experiences in the past PKA and AQAS are optimistic to be able to support different activities of universities in creating the European Higher Education Area.

Both parties agreed to intensify their common efforts by sharing experiences, training experts and also cooperate closer in the Quality Assurance for Joint Programmes. PAK as well as AQAS have been active players in the accreditation of Joint programmes between Polish and German Higher Education Institutions. The closer cooperation will also facilitate these procedures not only for the agencies but also the Higher Education Institutions in the future.

For the two agencies the memorandum also marks a landmark in reflection of the newly incorporated “European Approach on Quality Assurance of Joint Programmes” that was approved by the Conference of Ministers in May of this year. It enables agencies to take into account results of other European agencies when making their own decisions.

Gemeinsam mit dem European Consortium on Accreditation (ECA) richtete AQAS am 21.&22. September 2015 das europaweit erste Experten-Training zum neu beschlossenen European Approach aus. Durch das Training wurden 15 Teilnehmerinnen und Teilnehmer aus ganz Europa mit den Abläufen und Kriterien vertraut gemacht, die im letzten Mai durch die Ministerkonferenz in Yerevan mit dem European Approach on Quality Assurance of Joint Programmes verabschiedet wurden.

Die Teilnehmer, darunter Vertreterinnen und Vertretern von Hochschulen aus verschiedenen europäischen Ländern, Agenturen und auch Studierende, diskutierten intensiv die Kriterien und die damit verbundenen Herausforderungen externer Qualitätssicherung von Joint Programmes. […]

Seit Dezember 2012 ist AQAS im Rahmen eines von der Europäischen Kommission geförderten und von der Universität Leipzig koordinierten Projekts (QUAEM) am Aufbau und der Förderung von externer Qualitätssicherung für Hochschulen in Moldawien beteiligt. Neben der Akkreditierung von mehreren Studienprogrammen und der Beratung des moldavischen Bildungsministeriums war auch die Begleitung des Aufbaus einer nationalen Akkreditierungsagentur (ANACIP) Teil des Auftrags von AQAS. Die Agentur nahm im Sommer ihre Arbeit aufgenommen und aus diesem Anlass veröffentlichte der neue Präsident von ANACIP erste Informationen zum bereits Erreichten und würdigte dabei auch die erfolgreiche Zusammenarbeit mit AQAS. In der Sitzung der AQAS-Akkreditierungskommission für Systemakkreditierung am 14.09.2015 wurden drei weitere Verfahren der Systemakkreditierung abgeschlossen.

Folgende Hochschulen haben die Systemakkreditierung erhalten:

• Fachhochschule Bielefeld
• Ernst-Moritz-Arndt-Universität Greifswald
• Deutsche Sporthochschule Köln

Damit sind die Studiengänge dieser Hochschulen, die nach der Systemakkreditierung eingerichtet werden oder bereits Gegenstand der internen Qualitätssicherung nach den Vorgaben des akkreditierten Systems waren, akkreditiert und somit berechtigt, das Siegel des Akkreditierungsrates zu tragen. Die Systemakkreditierung erfolgte jeweils unter Auflagen und ist bis zum 30.09.2021 gültig.

Der Vorsitzende der zuständigen Akkreditierungskommission von AQAS, Prof. Dr. Marcus Siebolds, begrüßte nach der Sitzung diese weiteren Verfahrensabschlüsse: “Ich finde es sehr erfreulich, dass immer mehr Hochschulen bereit sind, im Rahmen ihrer Selbstverwaltung nicht nur die Verantwortung für die Qualitätsentwicklung ihrer Studienprogramme sondern auch für deren interne Akkreditierung und damit die Verleihung des Siegels des Akkreditierungsrates zu übernehmen.”

Die Akkreditierungskommission AK Prog, das zentrale Entscheidungsgremium für Verfahren der Programmakkreditierung, wurde auf der 60. Sitzung im August 2015 um vier neue Mitglieder ergänzt: Prof. Dr. Jens Geelhaar, Prof. Dr. Ilka Mindt, Prof. Dr. Birgit Steffenhagen und Monika Derksen. Der Vorsitzende der AK Prog, Prof. Dr. Urban Titulaer, begrüßte die neuen Mitglieder, die die verantwortungsvolle Tätigkeit der Kommission jetzt durch ihre Expertise unterstützen werden. Prof. Dr. Jens Geelhaar hat eine Professur für Interface Design an der Bauhaus-Universität Weimar inne. Prof. Dr. Ilka Mindt ist Professorin für Sprachwissenschaft am Institut für Anglistik und Amerikanistik an der Universität Paderborn. Frau Prof. Dr.-Ing. Birgit Steffenhagen von der Fachhochschule Stralsund, die das Lehrgebiet Regelungstechnik vertritt, ist derzeit auch Studiendekanin im Fachbereich Elektrotechnik und Informatik. Monika Derksen wird als Studentin des Maschinenbaus an der FH Aachen die studentische Perspektive in der Kommission vertreten. Insgesamt sind aktuell 21 Mitglieder in der Kommission für die Programmakkreditierung bei AQAS vertreten. Eine Übersicht über alle Kommissionsmitglieder finden Sie hier.
