Evaluation of the Kosovo Centre of Public Safety, Education and Development (KCPSED)
In 2008 the Organisation for Security and Cooperation in Europe (OSCE) asked the German accreditation agency AQAS to organise an evaluation procedure in which an external Group of Experts would survey and certify the Kosovo Centre for Public Safety, Education and Development (KCPSED / Centre) in Vushtrri. In Germany AQAS carries out programme accreditations, while at international level its activities also include evaluations and other forms of quality assurance.

The Kosovo Centre for Public Safety, Education and Development was originally founded in 1999. The Centre is responsible for the training and education of members of four different public safety and security agencies, namely: the “Police Service”, the “Correctional (Prisons) Service”, the “Customs Service” and the “Department of Emergency Management (DEM)”.
The goal of the evaluation process for KCPSED was to provide the OSCE with information of the level and quality of the KCPSED education and training in terms of international standards and how the programme can be improved to meet international standards. Although the KCPSED aims to offer study programmes at Bachelor-level within the next few years, this evaluation process was a consulting project and not an accreditation procedure. The project focuses on two aspects:
- the institution with special regard to its structures and organisational procedures (departments, staff and instructors),
- the educational programme and quality assurance.
